 state_vector.pl date time satellite orbit_type
            date: YYYYMMDD

            time: seconds UTC

            sat: ERS1 or ERS2

            orbit_type: PRC (precision orbit) or ODR (Delft)

FUNCTION

 Gives satellite position and velocity at requested epoch
